A $200 Bike Rack Usage Fee

The little town required hitch bike racks. Citizens were forbidden to drive vehicles due to the destruction of earth, which left them with the option of bicycles or walking. Usage of the racks also meant a $200 fee to the governor of the state per person, a fee many of the town’s citizens could not afford.  

But walking created a fear in many. Even for a small town, it was not safe to walk the streets, even in broad daylight.
